A man from Diamond City is facing nearly 200 charges in case against family member.

A Boone County man is facing 189 felony charges for sex crimes and child pornography involving an underage family member. Sixty-four-year-old Troy Lee Collins, also known as Tory Loftis, of Diamond City, is facing life in prison if he is found guilty of the charges.
Collins is charged with 13 counts of rape; six counts of second degree sexual assault; 150 counts of distributing, possessing or viewing of matter depicting sexually explicit conduct involving a child; 19 counts of computer exploitation of a child; and one count of terroristic threatening. Rape and computer exploitation of a child are both class Y felonies, the most serious crimes in Arkansas not punishable by the death penalty.
According to the probable cause affidavit from the Diamond City Police Department, the investigation started when a 10-year-old neighbor boy called police because he was being chased by a vehicle driven by Collins. The boy told the officer Collins started chasing him because he said “(explitive) you, old man. You’re just mad because I know you had sex with your (family member).” The boy said once he told Collins he had called the police, he stopped chasing him.
The victim was interviewed by police and at Grandma’s House Child Advocacy Center in Harrison. She revealed the incidents happened over 100 times from the ages of 11 to 13. She says Collins told her he would kill her if she ever told anyone. She said she was fearful no one would believe her. She said she also feared if she stopped, Collins would sexually abuse another family member.
Law enforcement executed a search warrant for electronic devices at Collins’ residence. During a search of those, they found multiple images of the victim and some of another family member.
Collins is being held in the Boone County Jail with bond set at $200,000.
